Pupils may be dismissed from school or transferred by the Commissioner of Education in the following instances—\n(1) change of residence of pupils to a place outside of the legislative district;\n(2) when a parent or guardian requests dismissal because the child is beyond compulsory school age; and\n(3) when a child is fifteen years of age and has completed the requirements of the course of study for the elementary schools, and his parent or guardian requests his dismissal. A child under fifteen years of age may be excused when he has completed the course of study for elementary schools and lives beyond walking distance to a higher school and free transportation is not provided; and for such other reasons as may be prescribed by order of the Virgin Islands Board of Education.
