After September 1, 1980, no person shall operate any motor vehicle to transport children to or from school, school athletic events, or any other school activity, for which transportation is provided pursuant to an agreement with the Department of Education, unless such person shall have obtained a school bus operator's license in accordance with rules and regulations promulgated by the Police Commissioner after consultation with the Commissioner of Education.
