In order to carry out the provisions of P.L. 92–271, 92nd Congress (approved Apr. 10, 1972), providing for a nonvoting Virgin Islands Delegate to the United States House of Representatives, the following subsection shall govern the administration of such Federal Act:\n(a) Candidates for the office of Delegate to the House of Representatives shall be nominated pursuant to the pertinent provisions of this title.\n(b) After review and approval by the Joint Boards of Elections, the Supervisor of Elections shall cause to be entered on the Official Ballot a separate ballot containing the names of candidates for the office of Delegate to the House of Representatives which shall be contained in the electronic voting machines. Such names shall appear in an order thereon as determined by lot. The ballot shall conform to the requirements regarding its form and content as prescribed by this title.\n(c) If no candidate for the office of Delegate to the House of Representatives receives a majority of the votes cast in any election, the runoff election required by § 2(a), 86 Stat. 119, P.L. 92–271, 92nd Congress shall be conducted and administered by the Supervisor of Elections in the same

The person selected shall be a member of the same political party as his predecessor.\n(2) If a vacancy occurs at any time up to and including six months prior to the date of the next general election, such vacancy shall be filled by special election held not less than 60 days after the date of the occurrence of the vacancy. Candidates for such special election shall be chosen by the members of the territorial committees of the political parties in the territory in a manner they
