The election officers shall meet at the polling place to which they were assigned at least one (1) hour before the hour for opening the polls on the day of each primary or election. Any person who is selected to fill a vacancy or a temporary vacancy after the time for swearing in as prescribed in chapter 7 of this title shall take and subscribe to, in duplicate, the oath required by this title.
