Whoever applies for registration under this title, or notifies the board of elections of a change of his residence address, knowing or having reason to know, that he is not entitled to be registered, or to have his residence address changed, or declares as his residence a place or address which he knows is not his legal residence, or falsely personates another in an application for registration, or knowingly offers false naturalization papers to establish his claim to be registered, shall be fined not more than $1,000 or imprisoned not more than one year, or both.
