Commencing 45 days prior to each election and 30 days prior to each primary, the board shall compare and, if necessary, correct the general and district registers. In cases where the Board has made corrections in the register, it shall give written notice thereof to all affected electors not later than 20 days prior to the election and primary.\nNot later than 20 days prior to the general election and until immediately following such election, the general and district registers shall be deemed closed for changes or additions, except by the Board in the case of mistakes in registration or clerical errors.
