(a) Election officers and clerks shall be qualified registered electors of the election district in which they are appointed.\n(b) No election officer or clerk shall be eligible for any public office to be voted for at a primary or election at which he shall serve.\n(c) The boards of elections may appoint special election officers and clerks to assist in the conduct of registration and elections.
