The Director of the Division of Mental Health of the Department of Health is authorized to establish an educational program for children with intellectual disabilities of the Virgin Islands who are determined to be educable by the Director of Mental Health, who are accepted for enrollment in a specialized school for the intellectually disabled which is determined to be a qualified school by the Director of Mental Health, and whose parents or guardians are unable, in whole or in part, to provide the necessary specialized education.
