The purpose of this chapter is to provide for the development, establishment and enforcement of standards for:\n(1) the care and treatment of individuals in and by health facilities and health services;\n(2) a certificate of need program which applies to the determination of community need for the obligation of capital expenditures, the offering of new health facilities and health services, and the acquisition of major medical equipment; and\n(3) the construction, maintenance and operation of health facilities and health services.
