No organization or governmental unit, acting severally or jointly with any other organization or governmental unit, shall establish, conduct or maintain a health facility or health service in the Virgin Islands without a license as provided in this chapter. It shall be unlawful for any organization, governmental unit or facility to engage in the provision of a health service or any other system for the treatment of injuries, diseases, pain or deformity or of any mental or physical condition except as provided in this chapter. Any organization, governmental unit or facility desiring to provide a health service shall first obtain a license to do so in accordance with the provisions of this chapter. Issuance of a certificate of need, as provided by section 225 of this chapter, shall be a prerequisite to the issuance of a license to a new health facility or health service.
