In addition to the regulations authorized elsewhere in this chapter and subject to approval by the Governor, the V.I. Government Hospitals and Health Facilities Corporation shall adopt and from time to time amend, all such other reasonable rules and regulations, consistent with the provisions of this chapter, as may be necessary for the efficient and orderly administration and implementation of the same.
