The records of the department regarding matters encompassed by this chapter are public records; except that any information which would reveal a trade secret, as defined in title 14 Virgin Islands Code § 1665, of a dairy industry business is confidential and exempt from the provisions of § 551. If the department determines that any information requested by the public will reveal a trade secret, it shall, in writing, inform the person making the request of that determination.
