(a) A Division of Mental Health, Alcoholism and Drug and Dependency Services is established within the Department. The Division shall be headed by the Commissioner. The Director shall be a qualified professional who has training and experience in handling medical-social problems or the organization or administration of treatment services for persons suffering from medical-social problems.\n(b) The Commissioner may establish such bureaus and appoint such chiefs to head such bureaus as he deems appropriate for the efficient and effective functioning of the Division.
