The Division may establish voluntary emergency service patrols the members of which shall serve without compensation. An emergency service patrol consists of persons trained to give assistance in the streets and in other public places to persons who are mentally disturbed, intoxicated or under the influence of drugs. Members of an emergency service patrol shall be capable of providing first aid in emergency situations and may transport mentally disturbed, intoxicated or drugged persons to their homes and to and from public treatment facilities.
