The following terms, wherever used or referred to in this chapter, shall have the following meanings, unless a different meaning clearly appears from the context:\n(1) 'Commissioner' means the Commissioner of Health for the Virgin Islands or any of his duly authorized representatives;\n(2) 'delayed certificate' means a certificate filed after the time specified by law;\n(3) 'foetal death' means death prior to the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy; the death is indicated by the fact that after such separation the foetus does not breathe or show any evidence of life such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles;\n(4) 'live birth' is the complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of pregnancy, which after such separation, breathes or shows any other evidence of life such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached; and\n(5) 'Registrar' means the
