(a) The Sanity Board shall formulate rules and regulations not inconsistent with law governing its own procedure.\n(b) All business which the Sanity Board is authorized to perform shall be done at a regular or special meeting of the Board and no act shall be valid unless passed at a meeting of the Board by an affirmative vote of a majority of the members and proper record made of such vote.
