At the time of issuing the warrant mentioned in section 1132 of this title, the judge of the district court shall designate two or more qualified physicians licensed or permitted to practice in the Virgin Islands who shall examine in whatever manner they determine necessary the defendant as regards his mental condition and report such findings to the judge of the district court as provided in section 1139 of this title.
