Each case referred to in this subchapter shall be docketed on the civil docket of the court in the name of the 'Government of the Virgin Islands' as plaintiff and of the person charged to be mentally ill as defendant. The United States attorney shall appear and represent the government at the hearing and the defendant shall also be entitled to counsel. The judge may appoint counsel for the defendant when the latter is indigent.
