(a) Except as provided in subsection (c) of this section, any patient may be discharged from the mental hospital at any time upon a unanimous decision of the Sanity Board.\n(b) Except as provided in subsection (c) of this section, a recovered patient may be discharged by the proper authorities of the mental hospital, whether public or private.\n(c) Any patient held on order of a court having criminal jurisdiction in any action or proceeding arising out of a criminal offense, may be discharged only by order of the district court.
