All wells, cisterns, tanks, barrels, drums, and other water containers shall be made mosquito proof in such manner as directed by the Commissioner of Health. All pit and surface privies shall be made fly-proof in such manner as directed by the Commissioner of Health. Nightsoil cans shall be placed in a privy properly constructed and maintained. No person shall build, construct, install, or have constructed or installed, a pit privy, surface privy or a water carriage sewer system without a permit for such work from the Waste Management Authority.
