(a) All owners of shopping centers, plazas and other multi-business developments shall make adequate restroom facilities available to their patrons during their regular business hours. There shall be separate restrooms for male and female and they shall be conveniently located and properly constructed and maintained.\n(b) The terms 'shopping center' and 'plaza', as used in subsection (a) of this section are defined as a group of five or more commercial establishments or stores, whether joined or detached, which are located in a common and defined commercial area that is planned, developed, managed, owned or operated as a unit and which maintains a common parking lot for patrons of those establishments or stores.
