(a) The installations provided for in subsection (b) of section 1523 of this title shall not be required unless a public sewer runs parallel to and in the same street within 60 feet of the owner's property line.\n(b) Owners of superficiary houses are exempted from the provisions of this chapter.\n(c) Owners of properties assessed at not more than one thousand ($1,000) dollars for real property tax purposes shall not be required to install sanitary facilities and connect their premises to the public sewer lines.
