It shall be the duty and responsibility of all persons to provide for proper storage, transportation and disposal of hazardous waste materials. The management of such materials shall be subject to rules and regulations to be developed by the Department of Planning and Natural Resources, including criteria for, and listing of, hazardous wastes, standards and permits for storage, transportation and disposal and for the operation of hazardous waste management facilities, whether on or off the site of generation of such wastes.
