The Waste Management Authority shall promulgate such rules and regulations in accordance with the provisions of Title 3, Chapter 35 of this Code, as are necessary for the purpose of implementing and enforcing the provisions of this chapter. However, the Commissioner of the Department of Planning and Natural Resources shall promulgate such rules and regulations in accordance with title 3, chapter 35, of this Code, relating to the environmental effects of Waste disposal, resource recovery, and the inspection and permitting of disposal sites.
