(a) No contract or other agreement entered into by the Commissioner pursuant to the provisions of this chapter shall be valid unless and until executed by the Commissioner of Property and Procurement and approved by the Governor and the Legislature.\n(b) The provisions of chapter 1, chapter 21, and chapter 23 of Title 31, Virgin Islands Code, shall not be applicable to the Commissioner in carrying out the provisions of this chapter.
