Power is conferred upon the Government of the Virgin Islands to require or cause the repair, closing or removal of such structures in the manner provided in this chapter. For this purpose and other governmental purposes, the Commissioner of Public Works or his designated representative (hereinafter referred to in this chapter as the Commissioner) is authorized and empowered to exercise the powers prescribed by this section.\nAs used in this chapter the word 'dwelling' shall mean any building, or structure or part thereof used and occupied for human habitation or intended to be so used, and includes any appurtenances belonging thereto or usually enjoyed therewith.
