Whenever under this chapter a place has been constituted an infected place, no live animal, nor the flesh, head, hide, skin, hair, hoofs, wool or offal of any animal, or any part thereof, nor the carcass, nor the remains of any animal, nor the dung of the animals, nor any hay, straw, litter or other thing commonly used for or about animals, shall be removed out of the infected place, unless a permit signed by an inspector has been obtained, until the place has been released by order of the Commissioner of Agriculture.
