(a) Any animal shelter, as the representative of the Commissioner, and in accordance with the section 2605 of this title, shall diligently issue and process applications of dog licenses and tags for all dogs owned or harbored by residents of the island on which they are located.\n(b) The animal shelter shall collect all dog license fees and keep full and accurate records of all persons to whom dog licenses and tags have been issued. The animal shelter shall keep proper financial records to account for all licenses issued and fees collected in accordance with the regulations of the Department.
