(a) An application for a certificate of title shall be accompanied by the registration card and the required fee when mailed or delivered to the Bureau of Motor Vehicles.\n(b) An application for the naming of a lienholder or his assignee on a certificate of title shall be accompanied by the registration card and the required fee when mailed or delivered to the Bureau of Motor Vehicles.\n(c) A transferor of a vehicle, other than a dealer transferring a new vehicle, shall deliver to the transferee at the time of the delivery of possession of the vehicle the registration card for the vehicle.\n(d) If the application refers to a new vehicle it shall be accompanied by the manufacturer's statement of origin for the vehicle.
