(A) Senior citizens or handicapped persons shall be exempt from the payment of the certificate of title fee.\n(1) For the purposes of this section, 'a senior citizen' is defined as a person sixty years of age or older, as verified by a senior citizen I.D. card issued by the Department of Human Services, and who is domiciled in the Virgin Islands.\n(2) For the purposes of this section, 'a handicapped person' is defined as a person who is physically or mentally challenged.
