Except as provided in this chapter, no motor vehicle, bicycle, or trailer shall be operated upon the public highways of the Virgin Islands unless—\n(1) it has been registered by the Director of Motor Vehicles;\n(2) a registration license has been issued therefor; and\n(3) it is equipped with license plates as required by this chapter.
