In addition to the inclusion of laws and regulations applicable to the operation of a motor vehicle, the police department shall include educational information on the use of mobile telephones and other electronic devices while driving in the Virgin Islands Drivers Manual and shall include in the driver's license examination questions pertaining to distracted driving and mobile telephone use while driving.
