The Bureau of Motor Vehicles shall issue decals to person who are hearing impaired. The decal, in addition to indicating that the person is hearing impaired, must also indicate how the person communicates with hearing persons, whether through sign language, lip reading or some other means. The decal must be placed in the vehicle where it can be readily seen from outside the vehicle.
