(a) The provisions of this chapter shall be administered by the Director of Motor Vehicles. The Director of Motor Vehicles is authorized to issue and amend such rules and regulations, consistent with the provisions of this title, as he may deem necessary or appropriate in implementation of the same, which rules and regulations, and amendments thereto, upon approval by the Governor, shall have the force and effect of law. Immediately after approval by the Governor, the Director of Motor Vehicles shall publish every rule and regulation, and every amendment thereto, and shall submit copies thereof to each licensee.\n(b) Any person who rents a drive-yourself car to another person without the required registration license and license plates or who violates any other provisions of this chapter, or of any rules and regulations issued pursuant thereto, for each violation shall be subject to a fine of not more than $500 or revocation of the licensee's business license, or both.\n(c) Any person aggrieved by a decision or determination or any other act or omission of the Director of Motor Vehicles in his administration of this section may file an appeal within thirty (30) days in the
