The Commander shall be appointed pursuant to law and shall develop, outline and perform the functions and duties herein prescribed. The Commander must be qualified by training and/or experience for the task of directing traffic matters and enforcing traffic laws. The Commander shall be furnished with adequate offices, materials, equipment, and trained personnel. The personnel necessary for carrying out the provisions of this chapter shall be assigned to the Traffic Bureau.
