The Police Commissioner may, with the previous approval of the Governor, accept, in behalf of the Territory, gifts of property and money to help carry out the purposes specified in this chapter. Funds so received shall be kept under the custody of the Commissioner of Finance to be expended in accordance with the terms of the gift.
