The Police Commissioner shall designate by appropriate signs a maximum of two (2) parking spaces in front of or in close proximity to a church or religious organization to be utilized for the loading and unloading of passengers only. However, such spaces may be utilized by the pastor or priest of such church or religious organization for parking purposes.
