Except in the case of parking offenses, the court shall send a record of the conviction of any offense relating to the operation or use of motor vehicles to the Director of Motor Vehicles of the Virgin Islands and to the Commissioner of Motor Vehicles of the State where the defendant received his operator's license, to become a part of his driving record.
