The Director of the Bureau of Motor Vehicles shall, upon payment of a reasonable fee to be determined by the Director, certify to any person the number of violations points accumulated by that person, or any other person during the previous three (3) years. Such certification shall include any reduction in violation points to which the person is entitled.
