Such exchanges shall be subject to the same fees and taxes, as are provided by the laws of the Territory, now or hereafter enacted, applicable to insurance companies organized or admitted to do the same kind or kinds of business under the laws of this Territory. Exchanges or reciprocals organized under this chapter shall not be required to be member insurers of the Insurance Guaranty Association under chapter 10 of this title.
