(a) The Commissioner shall issue a solicitor’s license only upon application by the applicant and the request of the agent or broker to be represented, upon such forms as the Commissioner shall prescribe and furnish.\n(b) The fee for issuance or renewal of a solicitor’s license must be paid by the agent or broker by whom the solicitor is employed.\n(c) The solicitor’s license must be delivered to and remain in the possession of the employing agent or broker. Upon termination of such employment, the license terminates and must be returned to the Commissioner for cancellation.\n(d) A solicitor’s license may not cover any kind of insurance for which the agent or broker by whom the applicant is employed is not then licensed.\n(e) A solicitor may not have power to bind an insurer upon or with reference to any risk or insurance contract, or to countersign insurance contracts.\n(f) Any individual while licensed as a solicitor may not be licensed as an agent or broker.\n(g) All business transacted by a solicitor under the solicitor’s license must be in the name of the agent or broker by whom the solicitor is employed and the agent or broker is responsible for all acts or omissions of the
