Any person who acts within the Virgin Islands as an officer, agent, or otherwise, for any society or association which shall have failed, neglected or refused to comply with, or shall have violated, any of the provisions of this chapter or shall have failed or neglected to procure from the Commissioner proper permit to transact business as provided herein, shall be fined not more than $500 or imprisoned not more than 180 days.
