The Commissioner may, in his discretion, deny, suspend, revoke, or refuse to renew the registration of any sales representative if it is found that the sales representative has committed any of the following acts under circumstances for which such denial, suspension, revocation, or refusal is not mandatory under section 1689 of this title:\n(1) Any act which provides cause for which granting of the registration could have been refused had such clause then existed and been known to the Commissioner.\n(2) Violation of any provision of this chapter or of any other law applicable to the business of ambulance service contracts in the course of dealings under this registration.\n(3) Violation of any lawful order, rule, or regulation of the Commissioner.\n(4) Failure or refusal, upon demand, to pay over to any association or insurer he represents, or has represented, any money belonging to the association or insurer.\n(5) In the conduct of business under the registration, engaging in unfair methods of competition or in unfair or deceptive acts or practices, as such methods, acts, or practices are or may be defined in chapter 49 of this title, or has otherwise shown himself to be a source
