For the purposes of this title—\n(1) a 'domestic' insurer is one formed under the laws of this territory;\n(2) a 'foreign' insurer is an insurer which is organized under the laws of the United States, or of a state or territory of the United States other than this territory, or of the District of Columbia or the Commonwealth of Puerto Rico;\n(3) an 'alien' insurer is one formed under the laws of a nation other than the United States.
