(a) A common carrier serving a public agency or group of agencies which has implemented a 911 system with automatic number identification and/or automatic location identification features shall be required to provide such public agency or group of public agencies access to the telephone numbers of subscribers and the addresses associated with the numbers needed to implement these features.\n(b) A common carrier shall not be liable to any person who uses the emergency number system created under this chapter for release of the information specified in subsection (a) of this section to a public agency or group of public agencies as required by subsection (a).\n(c) A common carrier, its employees, agents, contractors, and affiliates shall not be held liable for any acts in the operation, administration, or maintenance of a 911 service, unless such acts are found to be of willful intent as defined in title 1, section 41, of the Virgin Islands Code.
