If any provision of this chapter, or the application of any such provision to any person, thing, or circumstance, is determined by any court of competent jurisdiction to be invalid, the determination of invalidity does not affect, impair, or invalidate the other provisions, or the application of the other provisions of this chapter which can be given effect without the invalid provision or application, and to effect this purpose the provisions of this chapter are severable.
