The Police Commissioner shall by regulations approved by the Governor provide for the organization of the Police Auxiliary including—\n(1) numerical membership;\n(2) number and rank of officers;\n(3) physical and moral qualifications for enlistment; and\n(4) such other matters as may be required for the proper functioning of the Police Auxiliary.
