(a) The Council at its initial meeting, which shall be held promptly after the appointment of its members, shall elect a Chairman, a Vice Chairman, and a Secretary Treasurer, from among its members who shall serve until the first meeting in the succeeding year. Thereafter the chairman, vice-chairman and secretary-treasurer shall be elected at the first meeting of each calendar year.\n(b) Four members of the Council shall constitute a quorum for the transaction of business.\n(c) The Council shall maintain minutes of its meetings and such other records as it considers necessary.\n(d) The Council shall report, at least annually, to the Governor and to the Legislature of the Virgin Islands all of its activities.
