(a) The policies and programs for the Council shall be implemented by the Police Department.\n(b) The Council's staff, clerical and technical assistants and other personnel, supplies, material, equipment, and other articles necessary for the purpose of this chapter, shall be provided by the Police Department.\n(c)\n(1) The funds necessary to carry out the provisions of this chapter shall come from the funds appropriated and available to the Police Department or from any other available funds; and\n(2) The Council may accept and use gifts, grants and donations for the purpose of carrying out the provision of this chapter.\n(d) The Commissioner of Finance shall annually forward to the Governor and Legislature a detailed accounting of the disbursements and the unobligated balance from the Fund.
