The term and qualifications for enlistment, the form of the contract, and the oath to be taken by persons enlisting in the National Guard of the Virgin Islands shall be as prescribed by regulations of the Governor. Such regulations, in the case of the National Guard may not be inconsistent with Federal law or regulations. Guard may not be inconsistent with Federal law or regulations.
